The SAVE Act, passed by the House in 2026, would demand documentary proof of U.S. citizenship to register for federal elections and a government-issued photo ID is needed to vote. Still, the Act remains stalled in the Senate. Overview The Safeguard American Voter Eligibility (SAVE) Act, introduced as H.R. 22 in the 119th Congress, aims to ensure that only U.S. citizens can register to vote in federal elections. They must present documentary proof of citizenship. This proof includes a passport, birth certificate, and a naturalization certificate. It can also be a REAL ID-compliant ID indicating citizenship. Most state-issued IDs do not explicitly mark citizenship. The bill also mandates a government-issued photo ID for in-person voting and absentee ballot submissions.  Legislative Status The SAVE Act passed the U.S. House of Representatives in February 2026 with a narrow vote (218-213).  It faces strong opposition in the Senate. Leaders have described it as “dead on arrival” due to procedural hurdles. These hurdles include the 60-vote threshold required to advance legislation. Earlier versions of the bill failed to pass the Senate, and there is no clear path for enactment in 2026.  PBS+3 Who Would Be Affected The bill could significantly impact voters who lack ready access to citizenship documents, including: Legal and Practical Implications Controversy and Criticism Critics argue the SAVE Act is a voter suppression measure.
